Summary
There are obviously benefits for both keeping on and switching off street lighting after midnight and some councils are experimenting with the latter, although with some protests from residents, motoring organisations, etc. As a youngster in the 1950s, living in North London, I remember half the street lights used to go out at about 1am.
Maybe such a compromise could be the answer again, with a saving in energy used but maintaining a safety and security factor.See the full content of this document
