It is not a case of what happens if the sun does not shine, wind does not blow or a calm sea. With 'osmosis' energy can be made from fresh water flowing into salt water as in estuaries. 'Ocean Thermal Exchange Conversion' can provide energy from exploiting difference between cold and warm water, then there is 'vortex-induced vibrations', which can provide energy from very slow water currents, with those systems calm seas are irrelevant.See the full content of this document
